Three-Layer AI Visibility Framework (3L-AiVF)

Understanding what AI indicators really tell us.

The Three-Layer AI Visibility Framework (3L-AiVF) is an original research programme that examines the visibility of artificial intelligence within measurement systems. It provides a structured way of understanding whether AI indicators merely describe adoption or offer evidence capable of supporting stronger analysis and decision-making.

WHY IT MATTERS

As AI becomes increasingly integrated into development programmes, organisations are introducing AI-related indicators into strategies, indices and monitoring systems.

However, not all indicators provide the same level of analytical value.

  • Some indicate that AI exists.
  • Some measure the extent of its implementation.
  • Only a small proportion provide evidence that supports robust evaluation of outcomes and impacts.

3L-AiVF was developed to help distinguish between these different levels of visibility.

RESEARCH PROGRAMME

3L-AiVF is an ongoing programme of methodological research within Quadripoint Nexus Consult. Current work focuses on:
